Das gilt in besonderem Maße für Branchen wie Chemie und Pharma. Dies ist einer der Gründe, weshalb die Achema 2018 die Logistik für diese beiden Industriezweige zu einem von drei Fokusthemen gemacht hat. In many sectors of industry, logistics has become an econonomic key factor beyond pure cost. This is particularly true in the chemical and pharmaceutical industries, and it is one of the reasons why the Achema 2018 has chosen logistics for these two branches of industry as one of three focal topics. I n den vergangenen Jahren haben sich die Schwerpunkte der Pharmalogistik und der Logistik für die Chemieindustrie thematisch auseinander entwickelt. Die Vertriebskette chemischer Erzeugnisse lief und läuft auch heute noch vielfach von der Grundchemikalienherstellung über zahlreiche Veredlungsstufen bzw. Hersteller von Spezialchemikalien in andere Industriezweige, selten direkt zum Verbraucher. Dies spiegelt sich auch in der Logistik wider. Die Sicherheit der Gefahrstoffe im Lager und Gefahrgüter im Verkehr ist dabei stark im Fokus.Pharmazeutika werden zumeist über den Pharmagroßhandel an die einzelnen Apotheken vertrieben und gelangen von dort an den Verbraucher bzw. Patienten. Mit den Online-Apotheken hat sich hier ein weiterer Vertriebskanal eröffnet. Pharmalogistik blickt stark auf den Patienten und ist sehr eng mit der Patientensicherheit verknüpft, was eine Rückverfolgbarkeit der Lieferkette nötig macht. Schon alleine dies verdeutlicht, dass die Logistik für die beiden Industriezweige Chemie und Pharma zwar unter dem Gesichtspunkt Sicherheit läuft, allerdings mit unterschiedlichem Ansatz. Chemie- und Pharmalogistik im Überblick Noch bis vor wenigen Jahren hieß Logistik in Chemieunternehmen vor allem Transport, und die Logistiker waren auf der Stufe eines Erfüllungsgehilfen angesiedelt. Das hat sich stark gewandelt. Heute ist die Branche beherrscht von globalen Supply Chains, in die sowohl die Zulieferung von Rohstoffen und Vorprodukten als auch der Verkauf sowie die Verteilung der Fertigprodukte ein gebunden sind. Gefahrgutspezialisten, Transportdienstleister für Flüssiggüter oder im Bulk-Bereich und Chemie-Standort- und Lagerlogistiker sind dabei spezifische Logistikanbieter für die chemische Industrie. Die End-to-End-Betrachtung der Lieferketten ist zur Selbstverständlichkeit geworden. Hierbei gilt es, die große Komplexität der globalen Supply Chains zu beherrschen. Die multimodale Lieferkette Bahn/(Binnen-)Schiff/Straße (Multimodalität und kombinierter Verkehr) ist dabei für die Chemieindustrie überwiegend aus Sicherheits-, aber auch aus Kostengründen von besonderer Bedeutung. Für viele Chemikalien bestehen zudem vor allem bei Bulkmengen gesetzliche Restriktionen auf die zulässigen Transportmittel. Dem Outsourcing von Logistikleistungen an kompetente, vielfach ebenfalls international vernetzte Logistikpartner kommt also auch im Gefahrstoff- oder Gefahrgutbereich eine zunehmend wichtige Rolle zu. In vielen Teilbereichen hilft in steigendem Maße die Digitalisierung, komplexe Prozesse zu beschleunigen und schlanker zu machen. In Teilen anders ist die Entwicklung der Pharmalogistik verlaufen. Mit besonderem Blick auf die Arzneimittelsicherheit steht auch hier die gesamte Lieferkette im Fokus, unter anderem getrieben von Globalisierungstendenzen. Die steigende Globalisierung der Produktionsstandorte ist eine Folge des Kostendrucks, der auch die Pharmabranche erreicht hat. Arzneimittel werden weltweit an den jeweils kostengünstigsten Standorten produziert. Bedingt durch die Temperaturempfindlichkeit vieler vor allem biotechnologischer und oft teurer Medikamente haben sich die pharmalogistischen Herausforderungen anders entwickelt als in der Chemielogistik. Wegen der höheren Empfindlichkeit der Medikamente gegen Temperaturschwankungen hat die durchgängige Temperaturkontrolle an Bedeutung gewonnen. Zum Aspekt Arzneimittelsicherheit gehören darüber hinaus auch die Aspekte Sicherheit gegen gefälschte Medikamente und Maßnahmen gegen Arzneimitteldiebstahl. Das Thema Nachverfolgbarkeit innerhalb der Supply Chain – von der Rohstofflieferung bis zum fertigen Medikament auf dem Weg zum Patienten – hat schon deshalb einen hohen Stellenwert. Im engen Korsett Vor fünf Jahren (2013) ist analog zur GMP (Good Manufactoring Practice) die GDP (Good Distribution Practice) ins Leben gerufen worden. The supply chain is now viewed from the end-to-end perspective. The challenge is to manage the complexity of the global supply chain. Mainly for cost and safety reasons, the multi-modal supply chain rail / sea & inland waterway / road (inter-modality and combined transportation) has special significance for the chemical industry. Particularly for bulk goods, the authorized means of transportation for many chemicals are subject to legal restrictions. Outsourcing of logistics services to professional partners who often operate in global logistics partner networks plays an increasingly important role in the handling of hazardous goods and cargo. In many sectors of the industry, digitalization helps speed up and streamline many of the complex operations. To some extent, pharmaceutical logistics has taken a different direction. Particularly to guarantee the safety of pharmaceutical products in the age of increasing globalization, close attention must be paid to every link in the supply chain. Globalization increases cost pressure, and the pharmaceutical industry is no exception. Pharmaceutical products are manufactured at the site which has the lowest costs. Because many pharmaceuticals are temperature-sensitive (particularly biotechnology products which are often very expensive), the challenges in pharmaceutical logistics are different from those in the chemical industry. Medicinal products are more susceptible to temperature variations, and as a result end-to-end temperature control has become increasingly important. Drug safety is another vital consideration. Pharmaceuticals must be protected against theft and counterfeiting. For this reason, traceability in the supply chain, from raw material supply to finished products on route to the patients, has become vitally important. Strict rules Similar to GMP (Good Manufacturing Practice), GDP (Good Distribution Practice) was introduced five years ago (2013). The revised GDP guidelines stipulate that pharmaceutical manufacturers must ensure end-to-end compliance with government-supervised regulations for their products throughout the entire supply chain. As a result, manufacturers expect more from their logistics service providers and impose stricter requirements on the transportation of medicinal products. The requirements relating to compliance with temperature range restrictions, hygiene regulations and continuous monitoring have become increasingly stringent in recent years, and to some extent this trend will continue. The market for temperature-sensitive pharmaceuticals is growing, and that in turn increases demand for temperature control during transportation. In the future, this will include all modes of transportation in the supply chain.
